ci: read VITE env from Gitea action variables instead of hardcoding

- deploy.yml now uses ${{ vars.VITE_API_BASE_URL }} / ${{ vars.VITE_USE_MOCKS }} - Dockerfile drops hardcoded prod IP default for VITE_API_BASE_URL
