feat(admin): add certificates page to admin sidebar and router

- AdminLayout: add گواهینامه‌ها menu item
- admin router: register /certificates route → AdminCertificatesPage
- endpoints: add getAdminCertificates, addAdminCertificate, deleteAdminCertificate
